This bill at first did not see bad until I read Sec. 3(2) and Sec. 5(2)(below). I personally do not feel our government should be promoting cyber attacks on other countries, and that is basically what the technology will do to the internet system of other governments. Look at the uproar between Google and China, and this will be know to derive from the U.S. and I think would cause tensions. What this also seems to do is push a little more, the idea that the internet is a right not a commodity.

"(2) award incentive prizes to private industry, universities, and other research and development organizations that successfully develop deployable technologies to defeat Internet suppression and censorship."

"(2) support the deployment, at the earliest practicable date, of technologies aimed at defeating state-directed and state-sponsored Internet suppression and the persecution by governments and private entities of those individuals who use the Internet."
